I don't think it's a NAT problem ,because both the x-lite and the freeswitch are in the same LAN.

PS I tested this on another freeswitch box ,version: FreeSWITCH Version 1.6.16+git~20170403T142423Z~e6d643b29c~32bit (git e6d643b 2017-04-03 14:24:23Z 32bit) It can detect dtmf on outgoing calls. Maybe this only happens on FreeSWITCH Version 1.9.0+git~20170518T231917Z~a1fc18aee5~32bit (git a1fc18a 2017-05-18 23:19:17Z 32bit)
then use the stable version, and open a jira for this issue citing the master version you are using
