I Checked quickly through the code, on SWITCH_SIG_KILL it does a switch_rtp_kill_socket(). However, if the codecs are renegotiated there might be a leek, where rtp_session is set to NULL, but not destroyed first. Which version of ptlib and h323plus are you using? Afaik the versions recommended by people contributing to mod_h323 are: ptlib 2.8.1 and h323plus from cvs20100525. If you currently do not use these versions perhaps you can try them.
