There are some cases were a FS restart isn't needed where reloadxml isn't quite enough (eg sofia profile rescan, reload module) and some where only a restart can do it (mostly switch.conf.xml stuff). It could be useful to have the wiki annotated with what's required in the config documentation.

Which is indeed why no such document exists. However, maybe we can start crowdsourcing it on the ML. I will create a skeleton document on the wiki and people can start adding their knowledge.
