The installer up on the site is broken and not install libpcre.dll with the install. You can copy this file from http://www.freeswitch.org/downloads/win32/libpcre.dll and put it in the install directory, that should fix the issue. I am finishing up a new windows build system that should generate a better installer and resolve this issue.
