But couldn't webrtc_enable_dtls=false just be covered by rtp_use_dtls=false? Or does the only case that would make a difference, webrtc_enable_dtls=false and rtp_use_dtls=true, ever make sense (even for dev)?

webrtc_enable_dtls is for testing purpose on webrtc dev so not desirable for users.
rtp_use_dtls is designed to enable dtls on an ordinary sip call and not use full webrtc.
