My providers are mainly based in Spain so probably the names won't tell
you anything. I usually have -almost- perfect T38 results against Cisco
and Huawei hardware (provider gateway), and avoiding providers with
SONUS, NEC and ex-NORTEL products (CS2K). The most important would
probably have a quality Internet connection, if using lower speed ADSL
you should probably not share the limited bandwidth/upload with other
uses unless you know how to properly configure traffic shaping (we use
linux routers + HFSC and it works very well!). Some people just use
low-cost hosting such as OVH and online.net with very good results as
well.
