I have used flowroute very successfully for fax sending and receiving.  The
solution I use includes switching various options on and off for each try
to have the most success without a complete failure in years (when sending
to a fax machine that is).   I have posted some stats that are in the
mailing list archives and some details in the wiki.   soft faxing seems to
work without issue with high reliability.
