on inbound calls, you listen to events from your ESL program and
trigger the pop-up in the agent's GUI.

on outbound calls, you call the agent's phone first, and then connect
to the remote side -- also via ESL.

So, you only need to know the Salesforce API and a bit of ESL
programming. Shouldn't be more work than a couple of days for those
who know the API.

You need to make sure that your solution is flexible enough to
accommodate for various endpoints on the agent's side: a desktop
phone, a PSTN line, or a WebRTC client, or some SIP softphone. Then
it's futureproof and easy to modify for new needs.

You can also deploy a GSM gateway and send two-way SMS and voice
traffic and integrate it too :)
