if it has to be http there are some fuse filesystems that use http as backend

The issues that i ran into while trying to use http was that freeswitch wasn't able to check that the file existed and it would break certain functions such as the email voicemail and with things such as greetings, it would end up either creating empty directories or not returning success when saving.

I actually opened an issue about this a while back: https://freeswitch.org/jira/browse/FS-7280  there was some discussion on how it could be handled, however i think the easier route is to either use a shared filesystem setup like GlusterFS or to write your own voicemail module.
