I am sorry if this message seems intrusive, but have you tried the Khomp hardware? They have their own SS7 stack that does not require extra licensing and that works with FreeSWITCH. I am not sure up to what extent either but might be worth a shot asking. If you are in the US, that's also a no go since they don't support T1, only E1.
btw, I work with Khomp and I can get you this information if it is within your interest.
