I'm reasonably sure it was installed already, unless it was pulled in recently by a package upgrade.
The configure script needs to look in /usr/include/openssl for the headers. I'll have a look at config.log and try to work out what it looked for and why it didn't find it.
you will have to look in the config.log in libs/sofia-sip
