It really depends on your circumstances and the use case, so it's difficult to tell. Also, the network address criteria may not be as stable as expected, perhaps another variable is better suited for that condition.

2- when i do like this, do RTP packages go over my server?

In most circumstances, the RTP will flow through your server indeed.

3- what should i do, just to transfer signalling, not to transfer media over my server?
