You can also try DNS based fail-over and load balancing, works perfect for us.

Not sure about HA, but the call distributor module: http://wiki.freeswitch.org/wiki/Mod_distributor used to work well for us ...haven't used it for a while now. Not sure if anything has changed in newer builds.
