As Brian already mentioned these ESL modules need to be manually installed (except the php one).
So the question remains: what are the proper locations for the various files that make up these ESL modules?

Everything is there. Check the Makefile. IIRC you do a make all and it will build every language. If you are wanting to include java just make sure to hand edit the makefile in esl/java and point it to the correct JDK path, it assumes 1.6.14 Anthony (zorprime)
