From the user's entry in the directory:

<variable name="user_context" value="default"/> but under rev. 14363 when the phone registered to that user makes a call, the dial plan is searched in public context. I hope this helps to clarify. I tried resetting my configuration using Git to a known good state, but with no change to the above behaviour. I'm going to rebuild with the latest from svn soon.
