I'm porting a dialer application to FS as well. Although I'm still not as familiar with FS APIs as I would like, I'm using switch_ivr_originate() on a module I call mod_dialer, which iterates with MySQL to generate the calls and stuff. You probably may find another better strategy to generate the calls.
