You may find the nicest approach is to write a FOSS libfias, then write an endpoint module to tie FS and libfias together. Plenty of existing endpoint modules (mod_sofia mod_skinny mod_opal mod_h323 etc) can show you examples to get you started. Don't forget to read the FS API documentation too: http://docs.freeswitch.org/ I'm assuming there are no license/patent restrictions to using FIAS? A couple of months ago I started some research on the subject and concluded I had to write my own interface to FS, however I haven't had the time to get the project off ground yet.
I do have a copy of FIAS specification version 1.5 from 2001 which is publicly available I am sure it's not the latest but it should cover the basics.
