the OS is losing timezones too? No Eg: the result of "date" command from ssh command line is correct? Always correct. And reload any module who touch timezones works.
Are you starting freeswitch as a user different than root? That other user has timezone settings? If you login as that other user, what's the results of "date" command? user freeswitch # sudo -u freeswitch date Втр Янв 19 13:17:07 MSK 2016
