Well its important to know if he's on 1.0.1 or SVN trunk. In 1.0.1 the retry via TCP was disabled on ipv6 and that has now been corrected. What happens if you use TCP transport instead of UDP? You're probably running into the infamous SIP UDP fragmentation (there isn't any) problem.
