Agreed. I told you it was a weird problem - digest auth with an empty password really doesn't make much sense, especially over the Internet. Given that, allowing access to your server with an insecure password is an *extremely* bad idea.
If they want to digest auth, then they should be using a proper password.

If I configure my sofia profile like this "<param name="password" value="boguspassword"/>", the vendor gives me a 407, so I know that they need that empty password. If I configure it like this: "<param name="password" value=""/>", Freeswitch complains that "[ERR] sofia.c:2703 ERROR: password param is REQUIRED!".
So is there any way to configure the profile with an empty password?
