[Openmrcp-users] Issue Tracking Workflow

Just to define workflow for issue tracking.



Jira's default wokflow looks good to me.

Also I want to separate state transitions made by assignee and reporter.

1. reporter  - open issue

2. assignee  - start progress (optional)

3. assignee  - resolve issue

4. reporter  - close issue



Issue will be closed (timed out) regardless of it's status if there
is no activity from the reporter for a given period (1 month), when
more information is needed or issue is resolved and needs to be
verified and closed by the reporter.

Reporter can reopen issue at any time.
