<p>Also I want to separate state transitions made by assignee and reporter.</p>
<p>1. reporter - open issue<br>
2. assignee - start progress (optional)<br>
3. assignee - resolve issue<br>
4. reporter - close issue</p><p><br></p>
<p>Issue will be closed (timed out) regardless of it's status if there
is no activity from the reporter for a given period (1 month), when
more information is needed or issue is resolved and needs to be
verified and closed by the reporter.</p>
