[Freeswitch-video] Outbiund Video call

Dear All,
I'm new to Free-switch and Linux, i want to start a project called outbound Video Call.
The application will initiate a video call to smart phone using connection via Telco when the user answered the call a prerecorded video will start playing.
my question is it possible to achieve this with Free-Switch?please all your advice will treated with almost respect.
