Are you sure the number is valid, and you're using the correct dialing
prefix?

Generally this hangup cause is returned by the other side. You can confirm
that with a SIP trace. If the number is valid and you're sending it in the
format they expect then you'll need to chase it up with them to find out
why the couldn't route the call.
