how are you trying to make the call?

can you try from fs cli:

> fsctl loglevel 9
> console loglevel 9
> bgapi originate gsmopen/ANY/180012345678 <%2B18002345678> 5000

and report here the output? (you can call a number of your choice,
obviously)
