[Freeswitch-users] mod limit on inbound calls

I don't think how many phones they have registered is an issue-- it sounds
like you want at most 1 inbound (and outbound?) call to each user.
So set the limit for that user with max 1 for the inbound route (and on
outbound count it, too), and if that fails, send user_busy.
