There are 2 different consoles. Starting FS with the -c option gives you a
console provided by FS itself. I don't use FS on Windows but I assume that's
what Debug->FS was doing.

There's also the ESL protocol (provided by mod_event_socket) which allows
you to connect over the network, either from on the same server or from
another. That provides remote console access, and fs_cli will let you
connect to that.
