Dave,

As I mentioned before ... the bind_server_ip directive is only for 
mod_dingaling.  I don't think sofia will use it.

As for IRC ... I have no knowledge of Windows machines or apps ... but I 
know there is an IRC client for FireFox called chatzilla.
