Actually its Open Source Telephony Advancement Group
The goal is to build a nonprofit org that can draw grants and donations to
pay for the development of open source projects.  That would include new
libraries (have a few ideas such as a portaudio replacement and a liberally
licensed robust xmpp lib) or it could be adding features to other open
source projects such as those you listed.
