Thanks for the info. That's really interesting. I have the jitter buffer
completely disabled like this:

"<action application="set" data="jitterbuffer_msec="/>"

Disabling the jitter buffer reduced the reports from our customers of audio
delay.  It seems counter intuitive that turning on an additional buffer
would decrease delay. I wonder what is causing this? Any ideas?

I'll setup some kind of canary deployment and see if I get similar results
with the rtp-timer disabled and the jitter buffer on.
