Do you mean creating an outbound call without having to dial into
freeswitch via a DDI?

If so look at the 'originate' command. You still need to send the call
somewhere for processing when it's answered - either into an application
(eg park/playback) or into the dialplan.

You could also park it and then execute applications over the ESL socket.
