you need to look for "suppress-cng" in
https://wiki.freeswitch.org/wiki/Sofia.conf.xml

By default, if the remote SIP party tells in its SDP that it accepts
CN, then FreeSWITCH generates CN events when idle. Otherwise, it
generates the noise sound.
