Also, probably helps to clarify:

Ideally I don't want to drop people in and out of conferences. I am
currently (among other things) using the conference as a method to record
the entire call (for as long as there are at least two people talking).

My ideal behavior would be that, if a conference flag is set, a transfer
results in the same behavior that would happen in a bridge. In other words,
all sessions are kicked out and do a dialplan hunt.
