scratch that... Ken Rice replied to you but sent it to the wrong place, but had the right answer:

You are telling it the CIDR is the entire /24 there...

 <user id="XXX" cidr="10.0.0.123/24">

That means that anyone that has an IP where the first 24 bits match, it
matches in this case that's the first 3 octects or 10.0.0....

If you want just 1 IP to make the mask should be /32 for all 32 bits must
match
