If the directory /etc/freeswitch/ already exists, then the default
configs will not be copied into there. Too many people were not able to
get FS installed and working because they didn't know that FS had a
special requirement, different from other Debian packages, that required
you to copy the configs over yourself.

There is an argument to copy over only a bare minimal freeswitch.xml file.
