David  has  explained  it very well

We have   similar  experience   while working with Freeswitch based open
source projects  ICTFax http://www.ictfax.org   that if  QoS  parameters
 like latency, jitter ,  packet error  rate  are within  limits  ,  Fax
over Ip transmission over T.38  is  reliable however  we  have  not  tested
 concurrent  capacity  with T.38 faxing  yet  and  we will be interested
 to  know  if someone share  such  results

We successfully tested 500  concurrent Faxes  over T.38 using  Asterisk
however  it will be interested to know free-switch  results
