I think it's close. Looking at http://tools.ietf.org/html/rfc5853 I think
FS ticks the boxes for functional requirements.

The one thing I'm not clear about is where in the lifecycle of a SIP
session FS creates a new channel and thread. Is this early on making it
vulnerable to resource exhaustion / DoS attacks, or is it post
authentication?

For this and other reason I think FS + Kamailio the best SBC you could have.

Kamailio adds things like pike rate limiting, SIP fixups / NDLB that FS
doesn't do out the box, and horizontal scaling to multi-FS boxes.
