"Anywhere you can specify a dialplan to route with (such as mod_sofia's configuration), you may specify multiples by comma separating them."
so you can do XML:/path/to/file,XML
that will use the static file first, then xml_curl if you have it set up. The wiki could probably use some expansion on this concept as i don't see the :file description .
