On FreeSWITCH you have to configure H323 according to
http://wiki.freeswitch.org/wiki/Mod_h323#Configuration
For outgoing calls you set up dialplan according to
http://wiki.freeswitch.org/wiki/Mod_h323#Usage

PBX should be configured to transfer calls to ip address defined in
listener part of configuration (h323-ip).
