Here is how I would solve the problem: If you don't want the 'To' address
to be 12345, then don't use that as your extension number. There is no rule
that says your extension number has to be less than 10 digits. Make the
extension of the ipbx xxxxxx3278. Then your action in the public dialplan
would be:

       <action application="transfer" data="xxxxxx3278 XML default" />****

You would also add an extension in the default dialplan to bridge that
number to user/xxxxxx3278.
