No, I don't think there is an RFC for this.  I just noticed FS does it for presence subscriptions but does not do it for registrations.  I just had a question on why the behavior is different.  I do not necessarily have a problem with this current behavior.

However, if FS is shutdown for an extended period of time (e.g. more than 1 hour), I think it will have stale rows in the sip_registration table.  I'm not sure what would happen in this case when it starts up again.

Did you see this in a RFC somewhere? I couldn't find anything stating that the registrar itself should send out a register like this. I do see that FS correctly sends out the register w/ exp 0 secs to other servers to which it itself has registered.
