If I believe the example configuraiton on Junction's web, they don't expect E164:

   <extension name="junctionnetworks.com>
    <condition field="destination_number" expression="^(1{0,1}\d{10})$">
      <action application="set"data="effective_caller_id_number=OUTBOUNDCALLERID"/>
      <action application="bridge" data="sofia/gateway/junctionnetworks.com/$1"/>
     </condition>
   </extension>
But, elsewhere in their knowledgebase, they say:

Numbering
The standard e.164 numbering plan (ITU) is used. North American numbers are required to be prefixed with a '1'. International numbers need to be prefixed with "011".


I think they are confused about what is E164....

You should try to prefix with 1 as Michael recommended.
