First off, you need to escape the + I believe.

Second, you're calling the "say" TTS application before you answer,  
which means you're trying to send media using a channel that has not  
established media.

You've still probably got a bit to go after fixing these, pastebin a  
log of your call to http://pastebin.freeswitch.org
