Antonio,

there are 2 main solutions:
-use mod_xml_curl, which allows to get the whole dialplan from HTTP  
(so from SQL, using the language of your choice)
-have a "call routing engine" written in the language of your choice  
(LUA, JS, Python, Perl, C, C#, Ruby) running standalone besides FS. It  
will be connected to FS through sockets, and then you can include any  
level of "smartness" in that engine
