Everything you have provided so far looks correct. Is FS running chroot?
If capabilities are not turned off, temporarily turn them off and see if
FS will run. Are there possibly any ACLs attached to the
files/directories that would prevent root from accessing the library? Are
there any helpful error messages in any of the system logs?
