[Freeswitch-users] diaplan and context

A simple question:

for sophia profile,  it defines  both context and dialplan:

<profile name="internal">  //
    ...
  <param name="context" value="public"/>
  <param name="dialplan" value="XML"/>
</profile>

why directory/default/1000.xml, it only defines user_context,
but not diaplan?

<variable name="user_context" value="default"/>

does that mean local users can only have XML diaplan?
