You need to see the SIP traffic to get a better idea of why the carrier is
rejecting your call. There are two primary ways of getting the trace: at the
fs_cli using the command "sofia profile external siptrace on" or using
tcpdump (or tshark, etc.) to get a pcap. More information available here:
