The above syntax won't work.

data="user/$1 at 192.168.1.36" (assuming that your FreeSWITCH domain is
192.168.1.36) would be better.

If the other end doesn't require authentication (i.e., it isn't registering
with FS) you can use sofia/internal/$1 at domain
