Well its not so much which codecs but that the codecs can do 16k...  
Currently FreesWITCH supports DVI4 at 16k, Speex at 16k, G722 and G722.1 at 16k

But as a bonus:

We can also do Speex at 32k, G722.1C at 32k, Celt at 32k and 48k
