Excellent, that was exactly what I was looking for.  I don't know why I didn't see that.  (I was close, but no cigar.   Guess I need to brush up my dialplan skills.)

Remove this line from the default config:

<anti-action application="set" data="sip_exclude_contact=${network_addr}"/>
